Lucy, 35, is moderately learning disabled. She has an IQ of between 50-60 and has been supported by social services both as a resident and in the community for most of her life.

Currently Lucy is living rough on the streets. She has a boyfriend who has control of her bank account and who sometimes encourages men to have sex with Lucy for money, which he keeps. She says she knows how to live on the streets.

Should Lucy be removed to a place of safety against her wishes?
